TikTok Expands Data Center Capacity in Finland as Part of Project Clover to Enhance Data Security

TikTok will acquire 150 megawatts of capacity from a new data center in Kouvola, Finland, as detailed in an economic impact report commissioned by TikTok and Hyperco. This initiative is part of Project Clover, which focuses on strengthening data security for TikTok's European users.

The first phase of construction, providing 50 megawatts, is set to begin in September 2025 and is expected to be completed by 2027, with a second phase adding another 100 megawatts. TikTok's spokesperson indicated that the company will only occupy the facility once it is operational.

This expansion aligns with a broader trend in Finland, where the data center sector is booming due to increased demand from AI hyperscalers and neoclouds seeking to leverage the region's available land and power resources.

Other significant investments in Finland's data infrastructure include Pure DC's €1.5 billion project for a 110-megawatt campus and plans from Arcem for a site with up to 500 megawatts capacity. The growing interest in Finland's data center capabilities highlights the strategic importance of the region in the global AI landscape
